‘K-STAR 비자트랙’ 24명 선발… 과학기술분야 해외 인재 정착에 파격 지원

국제처는 ‘K-STAR 비자트랙(Korea-Science & Technology Advanced Human-Resources Visa Track)’을 위한 우수인재 추천을 완료했다고 31일 밝혔다.
‘K-STAR 비자트랙’은 국내 대학에서 이공계 석·박사 학위를 취득(예정 포함)한 외국인 유학생 중 연구 역량이 뛰어난 인재를 대학 총장이 직접 법무부에 추천하는 제도이다. 이들은 취업이 확정되지 않은 상태에서도 법무부의 최종 심사 절차를 거쳐 거주(F-2-7S) 비자를 받을 수 있다.
2023년부터 5개 과학기술원 중심으로 운영되던 K-STAR 비자 제도는 2026년 1월부터 27개 일반대학으로 확대되었다. 경북대는 지난 4월 모집공고를 내고 선도적으로 절차를 진행하였는데, 99명의 유학생이 지원하여 국내 정착에 높은 관심을 나타냈다.
경북대는 처음 시행하는 제도인 만큼 엄격한 서류심사와 면접을 거쳐 지원자의 24%만을 최종 선발했다고 밝혔다. 선발위원회는 우수 해외인재 유입 및 정착이라는 정책 기조와 비자제도의 공정 운영이라는 행정원칙 간의 균형을 꾀하고 기존 과학기술원들의 사례를 검토하며 선발 규모를 고심한 것으로 알려졌다. 선발 기준은 지원자들의 논문과 특허 등 연구 역량에 초점을 두었고 구체적인 정주계획과 한국문화에 대한 이해 등이 함께 고려된 것으로 확인되었다.
선발자 24명의 전공은 물리, 화학, 컴퓨터, 전자전기, 기계공학 등 16개 분야이고 박사후연구원 11명, 박사과정 및 석·박사통합과정 졸업(예정)자 13명이며, 출신 국가는 14개로 분산되었다.
이번에 선발된 우수 외국인 과학·기술 인재들은 비자 연장에 대한 부담 없이 안정적인 환경에서 연구 및 창업 활동을 이어갈 수 있다. 또한, 일반 유학생과 달리 영주권(F-5) 취득 및 특별귀화 요건에서도 큰 혜택을 받을 수 있어 국내 정착이 한층 수월해질 전망이다.
최희경 국제처장은 “K-STAR 비자트랙 운영을 통해 더욱 많은 우수 해외 인재들이 우리 대학에 입학하고 연구에 전념하며 지역 사회와 과학기술 발전에 기여할 수 있는 선순환 체계가 구축될 것으로 기대한다.”라며, “대학 차원에서도 외국인 유학생의 입학부터 졸업 후 국내 정착까지 전 주기에 걸친 지원을 아끼지 않겠다.”라고 밝혔다.
‘K-STAR Visa Track’ Selects 24 Applicants, Showing Unprecedented Support for Settling Foreign Talent in Science and Tech Fields
Resident (F-2) visa benefits to be offered to outstanding international students even without confirmed employment, actively encouraging global science and technology talent to settle and conduct research domestically.
The KNU Office of International Affairs announced on July 31st that it has completed recommending outstanding talent for the ‘K-STAR Visa Track’ (Korea-Science & Technology Advanced Human-Resources Visa Track) program.
The ‘K-STAR Visa Track’ program refers to a system where university presidents directly recommend, to the Ministry of Justice, international students with exceptional research capabilities who have obtained (or are expected to obtain) a master’s or doctoral degree in STEM from a domestic university. Through the Ministry of Justice's final screening process, these individuals can receive a Resident (F-2-7S) visa even if they have not secured employment.
Originally operated primarily across five institutes of science and technology since 2023, the K-STAR Visa System expanded to 27 general universities starting in January 2026. KNU spearheaded the process by posting a recruitment announcement in April, attracting 99 international student applicants and demonstrating high interest in settling locally.
As this was the first implementation of the system at KNU, the university stated that it selected only 24% of applicants following a rigorous document review and interview process. The selection committee reportedly deliberated carefully on the scale of selections to balance the policy goal of attracting and settling top foreign talent with the administrative principle of fair visa management, while reviewing precedent cases from various science and technology institutes. Selection criteria focused heavily on applicants' research capabilities, such as published papers and patents, while also considering specific settlement plans and understanding of Korean culture.
The 24 selected individuals represent 16 academic fields, including physics, chemistry, computer science, electrical/electronic engineering, and mechanical engineering. The cohort consists of 11 postdoctoral researchers and 13 graduates (or prospective graduates) from doctoral and integrated master's-doctoral programs, originating from 14 different countries.
These selected top foreign science and technology talents can now pursue research and entrepreneurial activities in a stable environment without the burden of visa extensions. Furthermore, unlike general international students, they are expected to find settling in Korea significantly easier due to major advantages regarding Permanent Residency (F-5) requirements and special naturalization eligibility.
Choi Hee-kyung, Dean of International Affairs, stated, "Through the operation of the K-STAR Visa Track program, we expect to establish a virtuous cycle where more outstanding foreign talent enrolls at our university, focuses on research, and contributes to the local community and technological advancements." She added, "At the university level, we will spare no support across the full lifecycle of international students, from admission to graduation, and ultimate domestic settlement."
